Applicants wishing to apply for a Learner's License should no longer be in long queues at the Regional Transport Office (RTO), but will have to fill the form and submit their application online. With the introduction of the online learner license application, applicants can fill the form and submit it as well as book their driving test appointment from the comfort of their home. Similarly, anyone can submit an online appointment for a driving license.

Yes, you can go ahead and submit your application for driving license online. All you have to do is go to the Sarathi website of the Ministry of Road Transport and Highways and follow the steps given below.

How to submit your driving license application form:
  1. Visit the Sarathi website of the Ministry of Road Transport and Highways.(Web-Link is given below)
  2. On your left hand side, you will see options under "Driving License".
  3. Select the "Apply Online" option and select "New Driving License" from the drop down.
  4. Now you will see instructions to submit your driving license application form. Please read the instructions carefully and click the "Continue" button to proceed.
  5. Once you click on the "Continue" button, you will be asked if you hold a Learner's License, Foreign DL or Defense License. Tick ​​the appropriate box and proceed.
  6. Based on what you have chosen above, you will be asked for Learner's License Number / Foreign DL NUmber / Defense License Number.
  7. You will be asked to enter your date of birth in DDMMYYYY format.
  8. Once you fill in the requested information, please click "OK".
  9. In this form, you will be asked to fill in your personal details like your name, age and address.
  10. Once you click on all the details, you will be asked to upload all the necessary supporting documents like address proof, age proof and identity proof.
  11. You may be asked to upload a passport size photograph and your signature. Please keep the scanned copies for the same ready.
  12. Once you upload all the documents, you will be asked to choose the time for your DL appointment. Please select the date and time when you will be available to go directly to RTO and appear for your DL test.
  13. Once you have paid to submit your driving license application form, your application will be successfully sent to the RTO.
  14. On the day of your appointment, make sure you arrive a few minutes early and give your test.
  15. The section is to be signed by the parent / guardian in the presence of the licensing authority.
  16. On completion of the form and after reviewing the information, the applicant can submit the online form by clicking the 'Submit' button at the end of the form.
  17. Upon submission, an auto-generated web application number will appear on the screen. Note down the number for future reference and check the status of the application.

The following list of documents should be submitted along with the application form (Form 9):

  1. Learner's License.
  2. Proof of Address: Any one of the following documents can be submitted as proof of address-
  3. Ration magazine.
  4. Passport.
  5. Voter ID card (EPIC card).

  7. Utility bills like electricity, telephone bills, gas bills.The state or central government issued the payment.
  8. Proof of Age: Any one of the following can be submitted as proof of age-
  9. Pan Card.
  10. Certificate of School Matriculation.
  11. Voter ID card (EPIC card).
  12. Passport.
  13. Birth certificate.
  14. Driving school certificate (for transport vehicle driving license applicants).
  15. All documents related to the vehicle will be used for the driving test.

  1. Statement of fitness (form 1).
  2. Passport size photos.
  3. Medical certificate (form 1-A).

  7. The life insurance policy.
  8. Voter ID card.
  9. The affidavit was sworn in before a public notary or court judge.
